This is ensuring incumbents, and mostly liberal ones, that they will have money for their campaigns. That's why there is still over $400 billion from the first bail out left unspent, because it will be used to fund the next presidential election.
It is not just unions that give the money back, Freddy Mac and Fanny Mae, AIG, Acorn, Government Motors, and other big organizations that are funded by the federal government.
I almost titled this one with some reference to money laundering. I picked the teachers/union route because they are trying to claim that this is an EMERGENCY (oh the humanity) to save teachers. You are right though there are lots of others involved in all the bailouts.
